DPW Update - A Busy 2005 Construction Season Ahead

There are several public works projects at various stages of construction in the Town of Blackstone. When completed, these projects will vastly improve the Town's antiquated infrastructure. However, while they are under construction they may cause a variety of inconveniences for residents and commuters passing through our community. Following is an update on several major projects. We appreciate your patience and understanding during this busy construction season! Millerville Sewer Project

The Millerville Sewer project is in the final phase of construction. The sewer system is scheduled to be completed prior to Thanksgiving 2005, with final paving taking place in June of 2006. This project is currently on schedule and under budget. In fact, the Engineering Department has saved the Town of Blackstone over $350,000 on this project by providing the inspectional services and by preparing the as-built drawings. Some of the savings have been invested in upgrading portions of the water distribution system to improve water quality, replacing antiquated fire hydrants, and adding new hydrants in areas that were unprotected.

Phase 2 of the sewer project is now complete making sewer available for all streets on the Harris Pond side of Rathbun Street with the exception of Edgewater Drive. A design change was issued for the Edgewater Drive pump station to avoid excessive amounts of blasting, which has pushed the schedule for Edgewater Drive out to the 4th of July holiday.

Phase 3, the final phase of the project, has started on Elmwood Avenue with site preparation for the installation of the fourth and final pump station for this project. Sewer mains will be installed along Miller Avenue, Westminster, and Elmwood Avenue through the early part of the summer. Crews will then move to those streets between Diana Street, Lloyd Street, Ethel Street, and Rathbun Street during the late summer and fall months.

Elm Street Sewer Project The Town has received an extremely competitive bid from Ludlow Construction for the construction of the Elm Street Sewer Project. There are four milestones to this project that relate to the completion of each of the four pump stations. They include; the Corrosion Control Facility pump station (January 2, 2006), Quickstream pump station (July 3, 2006), East Blackstone Fire Station pump station (January 1, 2007), and the Mill River pump station (July 2, 2007), with project completion on or before July 7, 2008. These are contractual milestones, however the contractor has indicated that they would like to expedite the schedule.

Residents should be aware that this project includes a comprehensive traffic management program to be implemented by the contractor. Due to the scope of the project and the narrow width of Elm Street, it is anticipated that Elm Street may be closed for short periods of time during the construction. We anticipate that the construction project will cause significant inconveniences for many commuters. The Engineering Department and its consultants are making every attempt to minimize these inconveniences through a planning and public awareness program with notices being posted on the local cable access channel and in The Woonsocket Call as needed throughout the project. Bellingham Road Water Tower The 1 million gallon Bellingham Road water tower is scheduled to be completed and in service in early June 2005. The design of this tank was changed from a steel tank to a wire wound concrete tank. In doing so, the Town will save more than $700,000 over the life of this tank because concrete tanks require less maintenance and do not need to be repainted every 15 years like steel tanks. In addition, the Engineering Department has saved the Town over $28,000 in inspectional services by conducting daily visits to the site to inspect the contractor's work.

Sewer Application Overview

The sewer application process involves several required submittals and approvals prior to final connection to the sewer system. The purpose of this Application Package is to provide property owners and drain layers with the forms and instructions needed to connect to the sewer system in the Town of Blackstone. It is the responsibility of the applicant to ensure that the forms are current and that they are completed correctly.

In general, the application process involves the following four steps, the first three are required and the fourth is optional. A general overview of each step is provided below. Instructions for completing each step are provided in the following section.

Step 1 - Sewer Application

The sewer application process requires that the property owner contract a drain layer to complete the sewer connection and a septic system installer to close their existing septic system or cesspool. For convenience, the applicant can submit the necessary paperwork for both construction activities to the DPW. Upon receipt of correctly completed application forms and required fees from the applicant, the DPW will issue a permit to construct the sewer connection and the Board of Health will issue a permit to abandon the septic system or cesspool.

Step 2 Construction

With the necessary permits, the drain layer can begin the sewer connection construction in accordance with the permit application and the applicable DigSafe notifications. It is the responsibility of the drain layer to coordinate all work with the DPW and Board of Health.

Step 3 Final Approval

Before the applicant is allowed to discharge to the sewer system, a final inspection must be conducted by the DPW and Board of Health. The drain layer shall provide a minimum of 48 hours notice to the DPW to arrange for a final sewer connection inspection and 48 hours to the Board of Health to arrange for the septic system/cesspool abandonment.

Step 4 Title 5 System Repair Fund - Rebate

Applicants are eligible to receive a $500 grant from the Town of Blackstone for connecting to the sewer and abandoning their existing cesspool/septic system in accordance with Title 5 requirements. The sewer applicant is responsible for completing the grant application and submitting the form and necessary documentation to the Board of Selectmen.

General Note – Applicant is responsible for obtaining all necessary permits to complete the work. This may include, but not be limited to Conservation Commission approvals for work within a resource area (e.g., wetland buffer zone) and a Plumbing Permit for work within 10 feet of the building foundation.

Step 2 Construction

Post permits in visible location (on front door or in street-facing window)

Mark property and contact Dig Safe at 888-DIG-SAFE or at http://www.digsafe.com/ prior to connection

Contact DPW at 508-883-9331 with schedule of work

Conduct sewer connection in accordance with application form

Conduct septic system/cesspool closure in accordance with Instruction for Abandonment of Septic Systems or Cesspools (310 CMR 15.354) – see following page

Step 3 Final Approval

Contractor shall prepare as-built sketch of sewer connection and septic system/cesspool closure
(note – as-built sketch shall include a minimum of 2 ties to each bend and valve. See Attachment 2 for a sample)

Title V Septic System Repair Fund Policy Guidelines

The Town of Blackstone in cooperation with ANP Blackstone Energy Company has initiated a grant program to assist Blackstone homeowners in repairing and replacing their septic systems and/or leaching fields to meet the requirements of Title V. The guidelines of the program are as follows:

1. A total of $200,000 has been set aside for this program

2. This grant program is available to Blackstone Residents only.

3. The maximum grant is $1,000 per household (one time only).

4. The grant will cover expenses associated with the replacement of a cesspool, replacement of an existing septic system, or repair of an existing septic system. The grant shall also cover the replacement of septic system components such as septic tanks, distribution boxes, septic system lines, etc. (one time only).

5. The grant program will include all applicable septic system work conducted from July 1, 1997 to present.

6. A certificate of Title V compliance must have been issued by the Blackstone Board of Health in order to be eligible for the grant.

7. The applicant must present paid receipts for all work completed in connection with the septic project. If the cost of repair or replacement is less than $1,000, the amount of the grant will equal the costs of the project which qualify under the guidelines of this program.

8. This is an open ended grant program. Applications shall be considered in the order that they are received by the Blackstone Board of Selectmen. Grants shall be awarded until all grant funds are expended.

9. The Board of Selectmen shall be solely responsible for the approval/denial of all grant applications in relation to this program.

Applications for this program can be picked up at the Board of Selectmen’s Office. Completed applications should be mailed or dropped off at the Board of Selectmen’s Office, Municipal Center, 15 St. Paul Street, Blackstone, MA 01504.

WATER USAGE

For 0-10,000 gallons of water used the charge is $25.00.

For 10,001-50,000 gallons used, an additional $1.65 per thousand gallons is charged.

For 50,001-100,000 gallons used, an additional charge of $3.40 per thousand gallons is charged.

For 100,001-999,999 gallons used, a final charge of $5.00 per thousand gallons is charged.

For those customers that are not metered there is a flat charge of $82.75 billed semi-annually.

SEWER USAGE

For 0-10,000 gallons of sewer used the charge is $60.00.

For 10,001-50,000 gallons used, an additional $4.90 per thousand gallons is charged.

For 50,001-200,000 gallons used, an additional $6.90 per thousand gallons is charged.

For 200,001-999,999 gallons used, a final charge of $8.30 per thousand gallons is charged.

For those customers that are not metered there is a flat charge of $231.50 billed semi-annually.

Sewer Update 02/24/04

Millerville Sewer Project
Phase 1 of the Millerville Sewer project finished up this past fall after an extremely successful construction season. Andreassi Construction installed nearly one mile of sewer main and approximately 100 sewer laterals in less than 3 months time! These laterals are now available to residents wishing to connect to the sewer system now or in the future.

Phase 2 of the project started in February 2004 with the installation of ground water dewatering wells on Shore Drive and Montcalm Avenue. These wells will make the excavation easier during pump station construction at these two locations. Sewer main installation in the streets will start again in early April 2004 on Lakeview Drive, Shore Drive, and Montcalm Avenue. Sewer construction will then move to Carter Avenue and Harris Pond Avenue in the late spring. Side streets to these roads are scheduled to be sewered during the 2004 construction season, with the exception of Edgewater Drive, which might not be completed until 2005.

Elm Street Sewer Project
The Massachusetts Department of Environmental Protection has approved the Elm Street sewer project. The construction documents will be completed in March and the project will go out to bid in spring 2004. Residents should be aware that this project will involve a major traffic management program, which is currently under development. Due to the scope of the project and the narrow width of Elm Street, it is anticipated that Elm Street may be closed for periods of time during the construction. We anticipate that the construction project will cause a significant inconvenience for many commuters. The Engineering Department and its consultants are making every attempt to minimize these inconveniences through an advanced planning and public awareness program. As such, a draft traffic management program will be presented to the public for comment in the coming months. Construction is tentatively scheduled to start in August 2004. Notices of public meetings will be posted on the local cable access channel and in The Woonsocket Call. Questions about this project should be directed to the Town Engineer, Wayne Bates, at 508-883-9331.

Millerville Sewer Update
The Millerville sewer project is well underway and approaching the 50% complete mark! We are pleased to announce that the project is ahead of schedule and under budget. Several difficult portions of the project remain including the work to be done on Edgewater Drive this construction season. Attached please find a map of the entire project. The color coding system indicates which portions of the project are complete, underway and planned for construction. If Millerville residents have questions regarding the schedule for sewers along their street, they are encouraged to call the Engineering Department at 508-883-9331.
